It looks like they turning up the amplitude of the "let's make the Internet a filthy place we have to defend people from" stories.
I suspect this is meant to do a number of ridiculous things, but one of them might be giving people a foil for the Thought Police to start cracking down on America's access to the Internet.

I see good old fashioned Arthur Conan Doyle-esque Victorian Racism is still alive and kicking as is clearly demonstrated by the Positively Simian portrayal of Arabs. Not to lend weight to any theories of a Zionist/Jewish hand in all of this but it makes me wonder.
