Also allows them to find willing participants for bigger frauds to come. Chiefs and supervisors need to know which underlings will keep their mouths shut or even participate. And of course once a participant, compromised forever into future participation.
I used to think it was dicey for the fraudsters to control all the medical personnel who know that numerous injuries have not come through Emergency or been admitted. But really-- w a compromised media, no matter who they tell we would never hear of it.
