It appears it was Ben Frost who took an innocent kids picture and altered it as a pop-art commentary on 9/11. So, nothing to see, and not actual trolling -- unless one wants to classify contemporary artists as trolls, which I sometimes am inclined to do.

Actually, I am sure that it was established in the link I posted that Ben frost's artwork
(with the boxcutters) was the original from 2001, and the children's version (with the
teddybear) was the adapted version, to be published years later.
I guess it's not really classified as propaganda, either. It's just weird art with a 9/11 theme. Let's move on. Discussing it further is for the art historian people.
